With the rapid scale-up of HIV/AIDS services, ensuring access and quality remains a major development challenge.  Numbers of people living with HIV/AIDS continue to rise, but poverty and a lack of resources hamper the scale up of effective prevention and care interventions. Opportunistic infections like TB present additional challenges for managing HIV.  There is a need for HIV interventions that focus on vulnerable groups and ensure equitable access to prevention, treatment and care, but which can be effectively scaled up in an integrated health systems approach to address the breadth of the epidemic.
